The Eye of Vecna oversees security within the Vecnan district in Panthium. While the Eye does occasionally operate outside of the holy city, the loose structure of the Vecnan faith outside the boundaries of Panthium means such activity is rare.

Agents of the Eye are distinguished by their broad-brimmed hats and long black coats, which they wear over their armor. They are typically armed with a whip and daggers. The daggers are often coated with a strong sedative. Since the primary focus of the Eye is to ensure that the secrets of Vecna’s worshippers are kept, they prefer to quickly subdue a suspect and to later interrogate them in order to assess what they know.
